Job Description

Organisational Context

The Jesuit Refugee Service (JRS) is ministry of the Society of Jesus, acting as an international non-governmental organisation with a mission to accompany, serve, and advocate for the rights of refugees and forcibly displaced people., that they may heal, learn and determine their own future in community. The organisation was founded in November 1980 and now has a presence in 58 countries, providing services in the field of education, reconciliation, livelihood activities and psychosocial support. The style of JRS service is human and spiritual, working in situations of greatest need, seeking the long-term well-being of refugees and displaced people while not neglecting their immediate or urgent needs.

Currently, almost 1 million individuals are direct beneficiaries of JRS projects.

Local operations, organised in functional and sustainable Country Offices, are at the heart of JRS’s work. They ensure needs-based interventions and accompaniment rooted in close engagement with forcibly displaced migrants and refugees.

Global support for Country operations is delivered through the Virtual Global Office (VGO): seven offices in different locations, whose staff work as globally coordinated teams with shared priorities, clear mandates and a common operational focus. The Rome office is the largest and hosts the VGO’s coordination functions.

The VGO is structured around five global functions: Global Management of Operations (GMO), Global Resource Mobilisation (GRM), Global Mission-Oriented Transformation (MGT), Global Strategic Leadership (GSL), and Global Management Support (GMS).

The Global Management Support (GMS) function provides the VGO’s own support services, including VGO staff planning and HR management, safeguarding, budgeting and risk analysis for the VGO, internal communication management, and the provision of logistics, IT support, office supplies, and security.

It also supports the development, implementation, and consistent application of policies, procedures, and systems in the areas of finance, human resources, internal communications, and information technology across the global organisation.

GMS is led jointly by two Leads. The GMS lead for People and Accountability covers HR, Safeguarding and Internal Communications functions. The Finance, Accounting and Administration Lead covers Finance, Procurement, IT and Logistics. The two Leads jointly set GMS priorities and standards and jointly represent GMS with Senior Leadership and Governance.

Purpose of the Role

The Finance, Accounting and Administration Lead is a senior management role with hands-on responsibility for the accounting, financial management, office management and coordination of JRS’s VGO, coordinating accounting and financial reporting, financial consolidation across the seven legal entities, financial planning, treasury, procurement, internal controls, audit and compliance.

Key Responsibilities

Reporting to the Deputy International Director, the role requires accounting and financial management expertise and provides leadership for the planning, coordination and continuous improvement of management support processes, with a focus on efficiency, compliance, financial stewardship and organisational coherence.

The role also carries responsibilities for the statutory, fiscal and administrative compliance of the Italian entity, and for the office administration, banking and supplier arrangements that support it.

The following list is not intended to be exhaustive but outlines the main responsibilities of the Finance, Accounting and Administration Lead.

  • Oversee accounting, financial management and financial reporting across the VGO, including consolidation of financial statements and regular budget vs actual and forecast reports across its separate legal entities.
  • Lead budgeting, forecasting and financial analysis across the Virtual Global Office.
  • Drive the harmonization of financial and office management practices, policies and systems across the VGO entities.
  • Oversee financial management, treasury and internal controls.
  • Coordinate institutional audits and financial compliance across the Virtual Global Office seven offices.
  • Ensure the Italian entity (JRS International Office) meets Italian statutory, accounting, fiscal and reporting obligations, including preparation and approval of Bilancio di Esercizio.
  • Oversee IT, logistics, office administration, and procurement services for the VGO, ensuring efficient, effective, and well-coordinated operational support.
  • Coordinate the development and continuous improvement of internal communication, knowledge-sharing and management systems and processes.
  • Provide line management and leadership to the team, including performance management, staff development, and day-to-day supervision.
  • Work closely with global function leads, as part of the management team, and senior leadership on organizational planning, resource allocation and priority-setting.
  • Together with the GMS Lead for People and Accountability, ensure the effective coordination and delivery of GMS support services across the VGO.

Qualifications and competencies

  • Master level degree or specialization in relevant field plus a minimum of 10 years of professional experience in providing accounting, finance and business services.
  • Experience in financial and administrative management skills in complex, multi-entity environments.
  • Solid knowledge of accounting principles and financial reporting.
  • Solid Knowledge of statutory, tax and regulatory Italian compliance requirements and administrative governance.
  • Solid knowledge of ERP and financial management systems. Experience with Microsoft Dynamics NAV / Business Central and Power BI would be considered an asset.
  • Proven experience in audit management and in working effectively with senior management and external professional advisors.
  • Proven experience in coordinating activities across multiple offices and legal entities.
  • Proven experience in leading and managing teams.
  • Proven experience in financial and administrative management skills in complex, multi-entity environments.
  • Strong organisational skills and ability to handle multiple responsibilities;
  • Strong interpersonal and communications skills, and the ability to work in a multi-cultural, international, and intense work environment;
  • Fluent in English; French or Spanish a plus;
  • Experience and / or knowledge of faith-based organisations is a plus.

Terms and Conditions

Contract: Permanent contract. Italian CCNL of AGIDAE istituti socio sanitari, assistensiali,educativi.

Gross Annual Salary: The position is graded at level E2, with a minimum gross annual salary of €55,000, which will be adjusted upwards based on the selected candidate’s qualifications and professional experience.

Starting date: as soon as possible

Location: Rome-based with up to 50% smart working option.
