Job Description

A. Job Purpose

The Project Manager will be responsible for the operational, administrative, and financial coordination of the institutional projects implemented by Fondazione Corti and Lacor Hospital. The selected candidate will work in close collaboration with Fondazione Corti, Lacor Hospital staff and management and projects’ partners, ensuring the effective implementation of project activities, including those projects that require compliance with AICS regulations and EU PRAG procurement procedures.

The role requires an alternating presence between Uganda and Italy, approximately 60% of the time based at Lacor Hospital in Gulu and 40% in Italy at Fondazione Corti headquarter in Milan.

 

B. Context and Project Objectives

Fondazione Piero e Lucille Corti ETS (www.fondazionecorti.it) is a non-profit organization dedicated to supporting St. Mary’s Hospital Lacor, the largest non-profit hospital in Northern Uganda. With around 500 beds, nearly 700 employees and an annual budget of approximately €6.6 million (fiscal year 2024/25), Lacor Hospital is financially supported by roughly 50% from foreign donations, which enable it to pursue its mission of providing quality care at subsidized or heavily subsidized rates to the local population, among the most vulnerable and impoverished in the country. Fondazione Corti is one of the hospital’s main donors and is dedicated to providing primarily financial, but also technical support, through specialized professionals in the administrative and technical fields.

One of the main institutional projects currently ongoing is the PRISMA project, funded by the Italian Agency for Development Cooperation with a total budget of €12.75 million. The project, led by the University of Milano-Bicocca in partnership with four Italian CSOs and the University of Gulu, aims to contribute to reducing preventable maternal, neonatal and child mortality and to improving cancer outcomes for women and children across four sub-regions of Northern Uganda over a period of 36 months. Within this framework, PRISMA supports Fondazione Corti and St. Mary’s Lacor Hospital in strengthening maternal, neonatal, child and pediatric oncological health services in the Acholi sub-region. 

 

C. Main responsibilities

Main responsibilities for this role include:

  • Ensure the overall operational coordination, planning, monitoring, and quality assurance of projects activities implemented by Fondazione Corti and Lacor Hospital, in line with projects objectives, expected results and donor requirements.
  • Supervise projects implementation, ensuring full compliance with applicable regulatory frameworks including AICS regulations, EU PRAG procedures, and Lacor Hospital internal policies.
  • Ensure effective budget management and financial oversight, regularly monitoring expenditures against approved activities and budget lines, in coordination with the Deputy Institutional Director of Finance at Lacor Hospital and Fondazione Corti management.
  • Supervise and support the assigned Procurement Officer in the procurement processes related to the projects, ensuring proper application of applicable regulatory frameworks such as EU PRAG and AICS procedures in the planning, preparation, management, and documentation of tenders and purchases. 
  • Ensure the correct collection and archiving of financial and administrative documentation, guaranteeing audit readiness and compliance with donor requirements, and collaborate with the external auditor during expenditure verification and certification processes.
  • Prepare narrative and financial reporting documentation related to Fondazione Corti and Lacor Hospital activities within agreed deadlines and according to donor standards and project governance requirements. 
  • Maintain operational and institutional relationships with project partners, donors, local authorities, and other relevant stakeholders in both Italy and Uganda. 
  • Contribute to strengthening the managerial, administrative, and procurement capacities of Lacor Hospital staff by promoting sustainable transfer of knowledge on AICS and PRAG procedures and the management of complex projects.

 

D. Required Qualifications & Experience

  • Master’s degree in Economics, International Relations, Development Cooperation, Health Management, or related fields.
  • At least 5 years of experience in the management of complex projects funded by international institutional donors, preferably in the healthcare or international development sector.
  • Proven expertise in EU PRAG procurement procedures and AICS administrative and financial procedures, including Results-Based Management (RBM) approach.
  • Fluency in Italian and English.
