Job Description
Work Context
CESVI has been working in Palestine since 1994 with emergency and development projects that have allowed the organization to acquire solid experience in WASH and Environment sectors. In the WASH sector, CESVI has been working with projects financed by AICS, WB, UNICEF, SDC, GFFO, IOM and OCHA guaranteeing the provision of basic services and improved access to water in terms of quantity and qualitative. In the waste sector, CESVI has been working with UNRWA; AICS; EU funds , especially in Refugees camps of Tulkarem, Hebron, Shufat and Gaza where it has built waste collection point, set up separate collection system and worked with the LA to strengthened the governance system.
Gaza is facing a humanitarian crisis exacerbated by ongoing conflict and limited access to basic necessities. In response to the urgent needs of the communities, CESVI through its emergency team is providing humanitarian assistance in 2 main key sector: (1) Wash (2) Site Management, both with a strong focus on Protection Mainstream.
Considering all three types of targeted sites (collective centres, public collective centres, and makeshift sites), CESVI action is mainly focusing on implementing interventions within the makeshift and public collective sites across the governorates of Deir al Balah, Gaza city, Gaza North, and Khan Younis, where the need for a targeted and coordinated intervention is more critical than ever. By improving access to essential services such as water, sanitation and hygiene (WASH), CESVI intervention can effectively build the resilience of communities in Gaza, contributing to their overall well-being and stability.
During 2025 CESVI has managed to mobilise fund with GFFO, DEC, OCHA, IOM, Alliance 2015 members and private foundations.
The general purpose of the post is to ensure the leading of CESVI Emergency response operations in Gaza and the supervision of the daily programme activities and staff, working in close coordination with CESVI HoM and with the Emergency Unit team (E-Unit) in HQ (Milan).
Job Description
The collaboration will start in October 2025
The main duty station will be Gaza with frequent rotations in and out from Jerusalem/Amman The person will report to the Emergency Programme Coordinator (hierarchically).
Strategy and Program Design
- Ensure implementation of context analysis, communicate any context updates on regular bases to Emergency Programme Coordinator and HoM
- Lead on identification of needs and organization of assessment of humanitarian needs in camps and shelters.
- Ensure timely implementation of funded projects plans and activities as per the workplan included in the contracts.
- Support the overall design of the country strategy.
- Daily Follow up on Gaza activities, communicate and address challenges to Emergency Programme Coordinator and HoM
- Contribute to new project design and development processes if needed.
- Ensure effective collaboration with other partners and stakeholders in the field.
- Participating in coordination meetings on behalf of CESVI when needed
- Report to Emergency Programme Coordinator on Weekly, monthly, and Ad-hoc, project implementation, including achievements, challenges, and mitigations.
Coordination and representation:
- Attend field based (Gaza) coordination meetings also in remotly manner.
- Coordinate with key field actors (OCHA, shelter and WASH cluster, IOM, UNICEF, etc).
- Ensure that CESVI’s work is coordinated both internally and with efforts of other agencies, ensuring the specific needs of vulnerable communities are being addressed
- Contribute to national clusters through strategy and context, needs and possibilities for coordination.
Staff management:
- Project Staff supervision and management in Gaza
- Delivery of training to staff in Gaza
- In coordination with the Emergency Programme Coordinator and HoM, ensure the selection of national staff needed for the implementation of projects activities
Monitoring and Accountability:
- Ensure application of CESVI’s emergency MEAL processes as agreed with Donors and in coordination with CESVI HQ/regional MEAL team.
- Support the evaluation of the activities carried out in the country and the capitalization and dissemination of achievements and best practices within CESVI
Support functions management:
- Ensure appropriate management of financial means, forecast, budget, and spending ensuring value for money.
- Ensure following on project HR processes
- Ensure supporting and planning all procurement, movement, and other logistics needs in coordination with Regional Log Coordinator and Emergency Programme Coordinator
Essential Requirements
QUALIFICATIONS:
- Degree in International cooperation, Development studies or other related fields
- Minimum 4 years of relevant and progressive experience emergency contexts with INGOs in the humanitarian sector
- Proven experience in first humanitarian response in man-made disaster settings.
- Experience in designing and implementing projects with specific focus on WASH and Site Management with a strong Protection Mainstream
- Ability to produce timely project proposals and high-quality narrative reports
PROFESSIONAL EXPERIENCES
- Extensive experience of working within a complex country programme in an emergency response or fragile state
- Experience of managing multi-donor and multi-site programs
- Previous experience with the management of Programs
- Experience of working in protracted crises
SKILLS:
- Excellent project writing, assessments and work plan
- Knowledge of main Donors ( UN, DG Echo and others International)
- Demonstrated attention to detail, ability to follow procedures, meet deadlines and work cooperatively
- Experience of building personal networks at a senior level, resulting in securing new opportunities for the organization
- Skills in developing, delivering and evaluating training for staff members
- Effective team membership integration ability
- Good communication and leadership skills
- Excellent problem-solving and analytical skills
- High level of IT skills (Office package)
- Fluency in English (written and spoken)
- Strategic thinking and innovation
- Self-motivated, able to take initiative, resilient and able to work independently.
- Highly result oriented with the ability to manage workload and stress
- Flexible and with a positive attitude
- Proven leadership and management experience with a multi-disciplinary team in a cross-cultural setting, including active mentoring and coaching
Desirable Requirements
- Prior experience in Middle East – Northern African
- Knowledge of Arabic
- Logistics in emergency/ post-emergency setting
- HEAT Training or equivalent in personal security and security management

HEALTH SAFEGUARDING
CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.
SALARY PACKAGE
- Contract duration: 5 months Renewable
- Salary range: 3500 – 3700 € gross monthly
- 1 round-trip flight every 12 months

- R&R – every 4 weeks
