Job Description

WORK CONTEXT

CESVI has a long-standing presence in Haiti since 2009, supporting vulnerable populations affected by natural disasters, food insecurity and repeated crises. Over more than a decade, its portfolio has spanned emergency response, food assistance, livelihoods recovery and resilience building, with a strong concentration in the southern departments of the country. Following Hurricane Matthew in 2016, CESVI implemented ECHO-funded emergency and early recovery actions in the South, combining cash assistance, agricultural inputs, livestock support and disaster risk reduction activities, reaching more than 12,000 people. This was complemented by a series of food security and livelihood interventions funded by WFP, UNDP, the Kellogg Foundation and UN Women, particularly in Grande Anse, the South and the Pestel, Corail, Beaumont and Aquin areas, focusing on nutrition, agricultural resilience, women’s economic capacities and community-based planning.

At the moment, in Port au Prince CESVI is supporting around 11 IDPs sites.

Considering the worsening of the situation in the country CESVI is expanding its intervention in Port au Prince, building on experience of the past years, as well as reinforcing the coordination and presence at Port au Prince level.

 

JOB DESCRIPTION

The general purpose of the post is to ensure the leading of CESVI humanitarian operations in Haiti, in particular in Port au Prince and the supervision of the daily programme activities and staff, working in close coordination with CESVI Head of Mission (HoM) and with the Emergency Unit team (E-Unit) in HQ.

In further detail the Emergency Coordinator will be responsible for:

Communication and representation

• Follow up, guarantee and monitor government recognition procedures for the organization in compliance with the host country formalities.

• Proactively participate (remotely) in coordination meetings at Port au Prince level.

• Ensure proactive coordination with Alliance 2015 partners present in the country.

Assessment, Programme Design and Planning

• Coordinate the initial set up and development of all project implementation plans and budgets within the framework of the agreed emergency response programme and strategy.

• Coordinate the revision of setup of CESVI premises, distribution points, and other activity centers, in accordance to needs and safety procedures.

• Assists and advises on securing donor funding (mainly ECHO, UNICEF, IOM, FAO, OCHA, USAID etc) for emergency and humanitarian projects.

• Under the technical guidance of the E-Unit team in HQ, organize in-depth emergency assessments with focus on CESVIs’ core sectors: CCCM, WASH and Food Security.

• With the support of the E-Unit team in HQ, lead the projects design and proposals preparation and submission for institutional and public funding.

• With the support of the HoM and the E-Unit team in HQ, lead the definition and design of CESVI country strategy.

Information and reporting:

• Transmit information received from headquarters to field teams.

• Responsible for the continuity and quality of field-headquarters reporting.

• Prepare monthly reports (including humanitarian analysis) on CESVI operations in the country and on the development of the humanitarian situation.

• Provide regular update to Fundraising and Communication Unit in HQ.

Finance/Admin & Operations:

• Coordinate with the Country Administrator on the economic and financial planning of the mission.

• In collaboration with the Country Administrator, ensure self-sufficiency and consistency of expenses, and assume responsibility for the mission funds management, including bank accounts.

• Supervise missions SoPs according to CESVI internal standards and procedures.

Human Resources:

For national staff:

• Identification of human resources new needs, development of job profiles, preparation of the mission organisation chart; support and advice of the team.

• In coordination with the HOM, ensures proper coordination with all team of the missions in respect to the different reporting lines.

Security:

• In collaboration with Security Advisor in HQ and the HoM, revise and monitor the main security SoPs (movements, GH/offices, vehicles, etc ).

• Interaction on security issues with headquarters (Security Advisor), HoM and with other relevant actors.

 

ESSENTIAL REQUIREMENTS

  • Degree in International cooperation, Development studies or other related fields
  • 5 to 7 years’ working experience in emergency contexts with INGOs in the humanitarian sector in a role comparable to Head of Mission/ Emergency Coordinator
  • Proven experience in first humanitarian response in man-made disaster settings.
  • Proven experience in emergency mission set-up
  • Strong writing skills: the Emergency Coordinator will bring a well-established track record of developing winning funding proposals to donors such as EU/ECHO, UN agencies, AICS – Italian Cooperation or other Cooperation agencies etc.
  • Proven ability in development of needs-based and context-based project proposals, including budget development
  • Proven experience in building networks and partnerships
  • Strong negotiation and diplomacy skills
  • Capacity to effectively manage relations with Donors, potential Partners (international and national NGOs), and local authorities
  • Good organizational skills, ability to follow procedures, meet deadlines and work cooperatively
  • Excellent problem-solving and analytical skills
  • Highly flexible with the ability to set priorities and change programmes according to issues that may arise
  • Excellent knowledge of French (written and spoken)
  • Strong computer skills including Microsoft Word, Excel

 

DESIDERABLE REQUIREMENTS

  • Proven working experience in Haiti with INGOs
  • Proven working experience in LAC region with INGOs
  • Logistics in emergency/ post-emergency settings
  • HEAT Training or equivalent in personal security and security management
  • Knowledge of English (written and spoken)
  • Knowledge of Italian (written and spoken)

HEALTH SAFEGUARDING

CESVI pays particular attention to safeguarding the health of all the human resources of the Organisation. Therefore, in order to protect its staff, an assessment of their suitability for the position in each mission is carried out before departure. Such assessment is done by the Occupational Doctor of the Organisation, who will also examine the vaccination coverage.

CONTRACT DURATION: 4 MONTHS, RENEWABLE

SALARY RANGE: 4200 – 4550€ MONTHLY / GROSS

1 ROUND-TRIP FLIGHT EVERY 12 MONTHS COLLABORATION
